Abstract
The subject of the study is the specifics of the implementation of the functions of the Bank of Russia within its structures and affiliated organizations involved in solving applied, educational, regulatory and methodological tasks to ensure financial literacy. The unique system of activities of subjects in this area of tasks is analyzed in detail. Their functions and tools involved in improving the financial literacy of the population and protecting the rights of consumers of financial services are considered. Direct and indirect resources of the system are classified, which helps to shape the conscious behavior of citizens, which allows them to avoid the risks of violating their rights and legitimate interests in the field of banking services, insurance, cash circulation, and electronic payment systems.
The scientific novelty of the research lies in the undertaken comprehensive presentation and structuring of the system in financial literacy. For the first time, the dual nature of the system's impact is shown: direct (though training) and indirect (through the protection of rights, stability of financial system, and explanatory work in situations related to extrajudicial and judicial protection of the legitimate interests of participants in financial legal relations among citizens).
The findings show that financial literacy is not merely a body of knowledge of consumers of financial services, but also an essential factor in protecting their rights: the higher the corresponding literacy rate, the more effective the citizens prevent risks and threats to their financial well-being, including through the pre-trial protection of rights in case of their violation. The functioning of the system for ensuring financial literacy goes beyond mere information provision, and encompassing the monitoring of financial organizations' practices, pre-trial dispute resolution, the development of competencies of conscious behavior and making informed decisions in managing one's own financial assets. With the system's continued operation, public confidence in financial market institutions and entities will be strengthened. Active digitalization of the banking sector, including that associated with the adoption of new legislation on digital currencies and assets, will facilitate the expansion of interactive personal finance management systems. These circumstances will require ensuring financial literacy in new directions related to cybersecurity, compliance with the transparency of financial transactions, restrictions for non-qualified investors, and the work of professional intermediaries.
