Abstract
The article examines the legislative act of Catherine II, the Highest Manifesto on the General Land Surveying in the entire Empire, and the General Rules issued by the Land Surveying Commission on September 19, 1765. The author establishes the circumstances, goals, and reasons for the adoption of this act, and conducts a detailed analysis and study of its structure and content. Structurally, the article is divided into several sections, including an introduction; a description of the activities of the Commission on State Land Surveying in drafting the Manifesto of 1765; identification of the features of the Manifesto of 1765 as a form of legalization; an analysis of the structure of the Manifesto of 1765, and a conclusion. The author's proposed structure of the article allows for a comprehensive exploration of the subject matter. Based on the conducted research, a conclusion is made about the place and role of the Manifesto of 1765 in the system of Catherine II's land legislation. It is proved that the act under study occupied a key position in the system of land legislation. Later, in order to develop the basic principles established by the Manifesto of 1765, a number of important land surveying laws were issued: the Instruction for Land Surveyors of February 13, 1766, the Land Surveying Instruction of May 25, 1766, and the Land Surveying Manual of July 1766. The relevance of the study is determined by the lack of a comprehensive legal analysis of the Manifesto of 1765 in modern historical and legal science from the perspective of its consideration and study as a key regulatory act in the system of Catherine II's land-measuring laws. The research methodology is based on general scientific methods of cognition, as well as methods of legal science, including the historical-legal method, formal-legal method, and comparative-legal method.
