Editorial Policies

Aim and Scope

The main objectives of the journal are: generalization of scientific and practical achievements in the field of law, economics, political science and sociology.

Both domestic and foreign scientists are invited to publish in the journal.

The journal publishes original articles, the results of fundamental research aimed at studying the legal foundations of the digital economy, economic security, Eurasian integration, civil law, business law, family law, international law, tax law, civil and arbitration proceedings, land law, financial law, criminal law and comparative law.

In addition to articles on original research, the journal publishes review and scientific-methodological articles. All articles are thoroughly reviewed.

Open Access Policy

"ECONOMY. LAW. SOCIETY" is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

All scientific articles submitted to the editorial office of the ECONOMY. LAW. SOCIETY journal undergo mandatory two-way anonymous ("blind") reviewing (the authors of the manuscript do not know the reviewers and receive a letter with comments signed by the editor-in-chief).

Only original materials unpublished in other sources are accepted for consideration. The author is fully responsible for the scientific content of the article, links, citations and description of sources and literature, as well as for the observance of the copyright of third parties.

1. Upon receipt of the manuscript in the editorial office, it is initially reviewed for compliance with the subject matter and formal requirements of the publication. In case of inconsistency with the topic, the article is not accepted for consideration, the author is notified accordingly. Articles not designed according to the rules of the journal are returned to the authors for revision.

2. The articles are reviewed by members of the editorial council and editorial board, as well as invited reviewers - leading experts in the relevant industry in Russia and other countries who have published papers on the topic of the article in question over the past three years. The academic degree of the reviewer cannot be lower than that of the author of the article. The reviewing does not involve specialists working in the same institution where the paper has been written. The decision on the choice of one or another reviewer for the examination of the article is made by the editor-in-chief, deputy editor-in-chief, scientific editor, and managing editor. The review period is 2 to 4 weeks, but at the request of the reviewer it can be extended.

3. Each article is sent to 2 reviewers. The peer review procedure is anonymous for both reviewers and authors. The review is carried out confidentially. Violation of confidentiality is possible only if the reviewer claims that the materials presented in the article are unreliable or falsified. Reviewers are notified that the manuscripts sent to them are the private property of the authors and refer to information that is not subject to disclosure. Reviewers are not allowed to make copies of articles for their own needs.

4. Each reviewer has the right to refuse a review in the event of an obvious conflict of interest that affects the perception and interpretation of the manuscript materials.

5. The review should objectively evaluate the scientific article and contain a comprehensive analysis of its scientific and methodological advantages and disadvantages. The reviewer must: assess the relevance of the problem posed in the article and the scientific novelty of the material; determine whether the author has coped with the task;  characterize the significance of the research results obtained; assess the correctness and accuracy of the definitions and formulations used (or introduced) by the author; get acquainted with the list of references and citation of sources, draw a conclusion about the author's acquaintance with modern works on this issue; make comments and/or give recommendations for improving the article.

6. Based on the results of consideration of the manuscript, the reviewer gives recommendations on the further destination of the article (each decision of the reviewer is to be well-grounded):

  • the article is recommended for publication in its present form;
  • the article is recommended for publication after correcting the deficiencies noted by the reviewer;
  • the article needs additional reviewing by another specialist;
  • the article cannot be published in the journal.

7. If the review contains recommendations for correcting and revising the article, the editorial staff of the journal sends the text of the review to the author with a proposal to take them into account when preparing a new version of the article or reasonably (partially or completely) refute them. The revision of the article should not take more than two months from the moment of sending an email message to the authors about the need for changes. The article revised by the author is resent for review.

8. If the authors refuse to revise the materials, they must notify the editorial office in writing or orally about their refusal to publish the article. If the authors do not return the revised version after 3 months from the date of sending the review, even in the absence of information from the authors with a refusal to revise the article, the editorial office removes it from the register. In such situations, the authors are sent an appropriate notification of the removal of the manuscript from registration due to the expiration of the time allotted for revision.

9. If the author and reviewers have insoluble contradictions regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the decision is made by the editor-in-chief at a meeting of the editorial board.

10. The decision to refuse publication of the manuscript is made at a meeting of the editorial board in accordance with the recommendations of the reviewers. An article not recommended for publication by the decision of the editorial board will not be accepted for reconsideration. The refusal to publish is sent to the author by e-mail.

11. After the editorial board of the journal has made a decision to admit the article for publication, the editorial board informs the author about it by e-mail and indicates the publication time.

12. The presence of a positive review is not a sufficient reason for the publication of an article. The final decision on publication is made by the editorial board. In conflict situations, the decision is made by the editor-in-chief.

13. The original versions of the reviews are kept in the editorial office for five years since the date of publication of the articles and, upon request, are provided to the Ministry of Education and Science of the Russian Federation.

 

Indexation

Articles in "ECONOMY. LAW. SOCIETY" are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

 

Publishing Ethics

TRANSLITERATION RULES

Reviewing. Rules of reviewing the articles submitted for publication in “Economics. Law. Society” Journal.

The Editorial Board adheres to the pattern of double-blind peer reviewing. Each article submitted to the Journal for publication is reviewed by two independent reviewers. All reviewers are experts in the field of the reviewed materials and have publications in that field during the 3 preceding years. The reviews are stored in the office of the Journal during 5 years. The article is forwarded to the reviewers without the authors’ names and contact information. The reviewers work with the article as with confidential information, strictly observing the author’s right for non-disclosure of the data contained in the article prior to its publishing.

The reviewers’ comments are forwarded to the author(s) without the reviewers’ names or contact information. The decision on publishing (or rejecting) the article is made by the Editorial Board after receiving the reviews and the author’s comments. The Editorial Board of the Journal forwards the copies of reviews or the justified refusal to the author(s).

All articles are checked with “ANTIPLAGIAT” system by the following databases: eLibrary.ru collection (РИНЦ - RISC), collection of dissertations of the Russian State Library

The policy of the “Economics. Law. Society” Journal complies with the recommendations of Committee on Publication Ethics  (COPE http://publicationethics.org/).

The manuscripts are accepted for consideration if the article and its key words have not been submitted to other publishing houses for publication, have not been published, and will not be published in print or on the Internet before their publication in journal “Economics. Law. Society”.

The decision on publishing the article is made exclusively on the basis of the reviewing, and the evaluation of the scientific significance of the research.

Upon receiving a complaint referring to ethics or in a conflict situation referring to a submitted manuscript of a published article, the Editorial Board takes all possible measures for solving the disputable problem lawfully.

The authors are obliged to submit original works only. When mentioning the works of other authors, one must cite the text and the source accurately. The publications which had significantly influenced the research or had determined its format must also be mentioned.

In case of revealing the facts of plagiarism, fraud, or other facts of inacceptable behavior and violation of the publication ethics, the editors of the Journal may impose the following sanctions upon the authors:

  • reject the publication of the submitted manuscript;
  • prohibit publishing the article in the Journal during a certain period;
  • should the violations of publication ethics are accidentally revealed after publishing an article, the article must be urgently removed from the ready issue of the Journal, i.e., retracted.

Publishing ethics of the Journal “Economics. Law. Society” (further referred to as Journal) is elaborated on the basis of the following documents:

1. Code of conduct and Best Practice Guidelines for Journal Editors

– Committee on Publication Ethics.

2. Publishing Ethics, Publishing Ethics Resource Kit – Elsevier.

3. Declaration of  the  Association  of  Scientific  Editors  and  Publishers “Ethic principles of scientific publications”

The editorial boards of the Journal observe the publishing ethics and maintain integrity in processing materials. The publishing ethics is the set of rules of conduct of the editorial staff in relation to each other, reviewers and authors on the issues connected with publishing scientific materials in the Journal. All the above-mentioned persons take the obligations listed below and strongly adhere to them in their work. All disputable cases concerning the mentioned obligations are contemplated by the Editor-in-Chief (Vice Editor-in-Chief), or the publisher.

The editorial staff are obliged:

Under no conditions to voluntarily change the author’s text; after editing to reconcile the final variant with the author.

To treat the author and their work respectfully, to strive to penetrate into their ideas, requirements and wishes, to support their creative work and scientific search, not to dictate any conditions to the author.

To contact with the authors with goodwill and sympathy.

Not to allow any preferences to the authors due to their race, gender and other circumstances which do not refer to the reliability of the submitted materials and scientific value of the work.

Not to allow publication of works which give sufficient evidence of containing plagiarism, not having scientific value, not relevant to the Journal’s remit and the declared publishing policy.

To provide participation of unbiased competent reviewers, to substitute them when necessary.

To keep the editorial privacy, i.e. not to reveal without the author’s written consent the procedure of working at the article and its content, not to submit it for reading by anyone, except the reviewers, without the author’s permission.

The reviewers are obliged:

To treat the reviewed manuscript as a confidential document, not to submit it to other persons. To give unbiased and argumentative evaluation of the research results.

Not to use the data from the manuscripts.

To inform the editorial board about their insufficient competence for the correct evaluation of a manuscript and about the circumstances which bar such evaluation.

The authors are obliged:

To realize that they are primarily responsible for the novelty and reliability of the research results.

To provide the novelty and reliability of the research results, to bar the knowingly erroneous and false statements.

To provide that the research results, stated in the submitted manuscript, are original, and all used materials of other authors are cited with the exact notation of these authors and sources.

Not to allow excess citation and plagiarism in any forms.

To take into account all works which are relevant to the carried out research, and provide references to them.

To include as co-authors all persons who sufficiently contributed to carrying out the research, and to exclude those who did not make such a contribution.

To guarantee that the article is published for the first time and was not previously published or submitted to another journal.

To inform the editorial board about essential errors or flaws in the article at the stage of its reviewing or after publication.

Author fees

Publication in Economics. Law. Society" is free of charge for all the authors.

The journal doesn't have any Arcticle processing charges.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

Economics. Law. Society" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in Economics. Law. Society", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in Economics. Law. Society" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
