Результаты исследования современных норм, регулирующих магистральный рельсовый городской электротранспорт, могут быть полезны для улучшения и совершенствования аналогичных норм в Российской Федерации. Определены и резюмированы особенности подходов к правовому закреплению и классификации видов легкорельсового транспорта. В качестве основных методов познания при проведении исследования были использованы логический, сравнительный, эмпирический, аналитический, историко-правовой, описательный и другие методы. Научную новизну исследования составили следующие выводы: во-первых, несмотря на общность технических решений и подходов к эксплуатации систем легкорельсового транспорта, их правовое регулирование является уникальным и индивидуальным для каждой отдельно взятой страны; во-вторых, в большинстве актов закреплены технические решения, рекомендуемые или требуемые в конкретной отрасли; в-третьих, во всех изученных странах законодательство допускает появление новых форм общественного транспорта, и если в настоящее время отсутствует регулирование нового вида транспорта, то законами закрепляется применение к нему наиболее общих формулировок законов о транспорте в целом или законов о каком-либо конкретном виде транспорта.</p></abstract><trans-abstract xml:lang="en"><p>The article describes the methods of legal regulation of the construction and operation of light rail transport systems in foreign countries – the USA, Germany, Italy, Japan and Kazakhstan. The results of the study of modern standards governing mainline urban rail electric transport can be useful for improving and improving similar standards in the Russian Federation. The features of approaches to the legal consolidation and classification of types of light rail transport are defined and summarized. Logical, comparative, empirical, analytical, historical-legal, descriptive and other methods were used as the main methods of cognition during the research. The scientific novelty of the study includes the following conclusions: firstly, despite the commonality of technical solutions and approaches to the operation of light rail transport systems, their legal regulation is unique and individual for each individual country; secondly, most acts contain technical solutions recommended or required in a particular industry; thirdly, in all studied countries, legislation allows for the emergence of new forms of public transport, if there is currently no regulation of a new type of transport, then the laws fix the application to it of the most general formulations of transport laws in general, or laws on any particular type of transport.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>транспортное право</kwd><kwd>зарубежное правовое регулирование</kwd><kwd>правовое регулирование рельсового транспорта</kwd><kwd>легкорельсовый транспорт</kwd><kwd>трамвай</kwd><kwd>скоростной трамвай</kwd><kwd>легкое метро</kwd></kwd-group><kwd-group xml:lang="en"><kwd>transport law</kwd><kwd>foreign legal regulation</kwd><kwd>legal regulation of rail transport</kwd><kwd>light rail transport</kwd><kwd>tram</kwd><kwd>high-speed tram</kwd><kwd>light metro</kwd></kwd-group></article-meta></front><back><ref-list><title>References</title><ref id="cit1"><label>1</label><citation-alternatives><mixed-citation xml:lang="ru">Boorse J.
